[PATCH] HouseNumberTaggingTool: dialog opens on wrong screen and focus is not returned to JOSM

Description

In a multi-monitor setup, the plugin dialog always opens on the primary screen and returns the focus to that screen after closing.

With the attached patch, the dialog is centered on the main frame of JOSM instead (TagDialog.java) and the focus for the map view is requested on closing (LaunchAction.java).

(Tested on Fedora 44, KDE Plasma, OpenJDK 27)
