[patch] Fix Sonar issues in DownloadFileTask

Description

The URL constructor in DownloadFileTask, previously marked as deprecated, has been updated, and the exception handling has been adjusted. Furthermore, an integer overflow (in the count variable) has been eliminated, and a safeguard against division by zero has been added. Finally, curly braces have been restored to control structures, and fields and variables have been declared as final.
