[new plugin] HOT Project Companion

I would like to submit a new plugin named HOTProjectCompanion for inclusion in the official JOSM plugin repository and request the access needed to maintain it.

HOT Project Companion brings public HOT Tasking Manager project instructions, authorised-imagery guidance, task comments and upload details into a dockable JOSM panel.

It also provides cautious, local-only building-review tools. These help mappers review potential buildings and questionable existing building outlines. The plugin does not automatically delete, retag or upload OSM data. Captured imagery and learning information remain on the mapper’s computer.

The plugin has been tested successfully with JOSM revision 19613 on macOS. I can attach the current compiled JAR, source package and feature guide.

Please let me know what changes are required before the plugin can be included in the official repository.
