Unable to update the "uodate plugins"or download list

What steps will reproduce the problem?

1. In JOSM ver 19613:

F12 open preferences.

2. Selet Plugin tab.
3. tab update plugins.

screen pops up "Plugin List download error. Unsuccesful HTTP request

Do you have a proxy inbetween? Does this happen always? I can't reproduce and I also don't know how 400 can happen.

Hello, No proxy inbetween. I cannot remember that this happened before. Normally, after some time, the system asks that I have to download the list which I do.
I tried several types of JOSM but see the same issues
