it would be very nice if it were possible to use data downloaded without the meta-data. Quite often I can download a particular query for a whole planet without metadata but as soon as I ask for metadata it gets too much for the server.

This happens when I am checking for rare tags and mapping oddities, whenever I want to edit something in the place I will download data for the place anyway."	enhancement	closed	normal		Core		wontfix
