9618	heavy load at pre-upload check	malenki	team	"Using r6762 today I experienced heavy CPU usage after clicking ""upload data"". This makes JOSM unresponding for quite some time with just a few ways loaded.
With a bigger set of data (two small villages) I killed JOSM after some minutes. I assume its the validation process doing a little more then needed.

r6752 doesn't have this issue and the pre-upload check on the same amount of data is run in a split second.
