1. Download way 37730904. (a segment of I-79 here in Pennsylvania)
2. Once the way is downloaded, hit ""Shift+V"" on your keyboard to trigger a Valadation.

What happens:
In the ""Validation Results"" window, you get a ""highway without a reference"" warning in ""Other"".

What should happen:
You shouldn't get a ""highway without a reference"" warning since the ref tag is properly tagged ""ref=I 79"" on that way.

This bug is only happening with ""highway=motorway"".  I downgraded the highway locally to trunk and all the other highway types and ""highway without a reference"" error doesn't show up at all.
