I experimented a strange problem with routing using your plugin for JOSM.
I annotated a screen copy to explain :
 - from B1 to C1, ok
 - from B1 to C2, ok
 - from B2 to C1, ok
 - from B2 to C2, the proposed route use way A, which is much more longer...
   but :
    - C2 to B2 (inverted) is ok
    - B2 to C2 via C1 is ok

parameters of the route computing :
 - shortest
 - ignore one-ways

For the data all ways and points were verified :
 - no one-way at all
 - no barriers of any sort
 - no restrictions

I use your plugin to detect bad or missing junctions in the ways, and I realized that strange behavior because I had false routes despite correct data.
