Select the Mapnik layer in the layer sidebar. Now rightclick the data layer. The Data layer gets highlighted (blue) but the context menu for the mapnik layer shows up (check by choosing the ""info"" entry).

Expected: the context menu of the data layer shows up (instead of the mapnik layer menu) since that was clicked and is also highlighted
