8910	Allow the creation of notes in JOSM	dcp	team	When using the error-checking tools it is often not possible to correct due to the lack of local knowledge. Contacting the pertinent contributor is rarely successful for a number of reasons one of which is that they are often newbies and I suppose afraid to respond.
