8797	Loading Bing-Tiles only if license-file is already downloaded	aighes	team	If you have only a slow internet connection (as I have) josm tries to starts downloading and displaying tiles from bing before license-file is fully loaded. This results in a screen filled with error-tiles. If the license-file is fully loaded you have to make josm reload error-tiles. After this everything is fine.
