8432	Create closed way	akks	team	"Currently there is only one option to close the way: click on its first point in `A` mode.
It sometimes need scrolling etc.

I was asked on forum by users Izhl, pgf21 to add some shortcut.

There is no problem co create action that closes one selected way (adds its 0 node, if there are >2 of them).

But what is the best way to invoke this action?

Options:
- something like ctrl-dblclick in draw mode
- fixed `C` button in draw mode (combine way is not active)
- extend Combine Way `C` action itself (Combine or close)
