1. Open layer B from file B.
2. Open layer A from file A, containing an area at least partially outside that in layer B.
3. Use Edit->Merge Layer to merge layer A into layer B.

The resulting layer B still has diagonal lines across the area that was added by the merge, falsely indicating it is not part of the downloaded area. If you save the file, it, too, does not contain a new <bounds> tag with the new area in it.

This is in contrast to what happens if you download with File->""Download from OSM"" and un-check the ""Download as new layer"" checkbox. This method correctly expands the notion of the downloaded area, both in on-screen rendering and in the saved file.
