According to the information there, my version is 26530. The file ""ext_tools.jar"" was placed into %appdata%\JOSM\plugins.
According to the description of the plugin, a new icon should appear on the preferences page. It does not. Of course, JOSM was closed and started again...
Hence the plugin cannot be configured, and does not work at all.
