* I start JOSM. 
* I download data from OSM.
* data are uploaded.
* I stay on JOSM begin page, no new layer is created.

Another test
* I start JOSM. 
* I create a new layer manually,
* I download data from OSM in this new layer,
* data are uploaded,
* I stay on an empty layer without displaying any data
