1) add the key recycling_type and the values ""container"" and ""centre"" to the autocomplete list for tags
2) extend the existing recycling preset for the new key and values. it should be a dropdown with the value ""container"" preselected.

maybe also add a checkbox to mark a recycling container as private (access=private)
