6115	After deleting MapDust layer, can't create a new MapDust layer unless JOSM is restarted	rickmastfan67	jBeata	"Steps to reproduce:
1. Download this area: http://www.openstreetmap.org/?minlon=-85.4886964&minlat=37.8349625&maxlon=-85.4566578&maxlat=37.990743&box=yes (really doesn't matter what area is downloaded, but I was just working in this area when this happened)
2. Turn MapDust on from the left side of the screen.
3. Delete the MapDust layer.
4. Turn off MapDust on the left side of the screen.
5. Turn MapDust back on via the left side of the screen.

Expected resutls?
MapDust creates a brand new layer and reopens the ""MapDust bug reports"" window.

What happens?
MapDust doesn't create a new layer, but still does reopen the ""MapDust bug reports"" window.
