The Plugin RoadSigns has a conflict when the ""History"" tab is shown at the top of JOSM.  The History tab forces the RoadSigns plugin shortcut to change when it's present.

Alt+R (when no ""History"" tab is present) > Alt+Shift+R (when the ""History"" tab is present)

Can this please be fixed so the shortcut doesn't keep getting changed?
