Please change this error message to something like:
""Warning: failed to locate image 'markers/Flag, Blue.png'. Marker will be shown as default""
Possibile even an information message.

- It is not a fatal error.
- It is not a 'serious configuration problem'. At worst it's a minor configuration problem. yes, it doesn't show the marker, but I can't remember it doing this ever anyway.
- 'JOSM will stop working': Nope, functions fine, panic over nothing.
