The issue is that some provider of WMS-Pictures (e.g. PCN in Italy, who explictly permitted use for OSM, see Wiki) limit the download area/size as anti-leaching measure. Getting a new IP helps ;-), but if you download all erroreous tiles, you will again be instantly blocked if you already worked a lot after the block (=lots of grey tiles).

I have several ideas how this could become better:
* talk to PCN (we did and keep on)
* offer a second option: download all previously red tiles, and grey tiles separately
* offer explicit download of single tiles by rightclick in the main edit window (download tile)
* try to download grey tiles (offlinemode) again automatically when switching to ""automatic downloading"" or (similar) '''delete all ""not in cache""-tile-markers when switching to ""automatic downloading""'''
