 1. open preferences from josm menu
 2. click on plug-in settings tab
 3. voilla

What is the expected result? play with plug-ins

What happens instead? get error message and there's no plug-ins listed to play with and i can't download any

Please provide any additional information below. Attach a screenshot if
possible.
