 * Editing shortcuts in the preferences has no effect. 
 * Modified shortcuts aren't saved in the preferences file and don't survive a JOSM restart

How to reproduce:
 1. Open preference dialog, go to shortcut preferences
 2. Change the shortcut for '''Exit''' from Ctrl-Q to Shift-Ctrl-Q
 3. Close the dialog 

Now,
 * Ctrl-Q is still active, no repsonse to Shift-Ctrl-Q 

Restart JOSM, open preference dialog, go to shortcut preferences. The standard shortcut Ctrl-Q is configured for '''Exit''' again.
