Not only that, but it does that snapping independently in both north/south and east/west directions. The result is, for example, a skewed building of incorrect size.

You'll see the problem when the zoom scale reads 2 meters or less. It's likely more visible here far north (lat 60) where the unwanted steps are in the north/south direction bigger than in the other direction.
