3476	Default selection in upload dialog should be different for unclosed changesets.	bilbo	team	"When I upload data and select to keep changeset open, the next time I invoke the upload dialog with more data to upload, the radio button defaults to ""Use a new changeset and leave it open"". I think it should default to ""Use the existing changeset N and leave it open"" in that case. If you forget about it, you will just open new changeset with same description as the old one.
