3408	Allow continuing opened changeset even after restarting JOSM	anonymous	team	If you upload some data and leave the changeset open and then later you either accidentally close JOSM or it crashes or you have to close/kill it because of some bug (like #2918 or #3347), when you start JOSM again you can't continue the changeset you have already open and have to start new one. Since the list of opened changesets of user can be easily queried by API: http://wiki.openstreetmap.org/wiki/OSM_Protocol_Version_0.6#Query:_GET_.2Fapi.2F0.6.2Fchangesets then if I want to continue some already opened changeset that JOSM does not know yet about, JOSM can query for all my opened changesets (though usually there would be only one, you could have multiple opened changesets and upload data from different parts of map to different changesets) and offer me dialog in which I can select one.	enhancement	closed	normal		Core	latest	fixed		bilbo
