 1. make sure measurementplugin is installed (e.g. start josm and download measurmentplugin)
 2. start josm
 3. create new datalayer
 4. close layerdialog

Before ""4."" LayerDialog and MeasureDialog is displayed. After ""4."" no toggle dialog is displayed.
