This happens at least when the relation has the same object multiple times as a members, usually this is the case when dealing a route relation that includes one road multiple times.

This can be seen when bbox http://api.openstreetmap.org/api/0.6/map?bbox=24.926562309265137,60.181466563337295,24.928321838378906,60.18244818193329 is downloaded, and the bus route relation ""O1N"" is opened and it's members are downloaded via the Download members -functionality.
