When editing large boundarys i typically download some nodes of an existing boundary. Click on the relation and download the members so i have the county/country/community completely loaded.
The problem now is that one can not easily now edit this boundary as splitting would invalidate
/break other boundarys which share some ways. It would break because the splitted way
will not be added to those relations as they are not loaded.

My suggestion would be to download all relations those members also participate in. Then we'd have the complete relations and splitting ways would not destroy those.
