2571	It is not possible to download new plugins	arj@…	team	"I recently installed a fresh version of JOSM on a new computer.

The plugins list is empty. Even after pressing update, and being shown the dialog box that says that 1 site was contacted, there are no plugins.

I have tried removing my .josm and switching between the latest stable version and the nightly. Still no difference.

After that, I decided to work around the issue by copying the .josm directory from another computer. This made all the plugins display in the preferences, but when I tried to download additional plugins, an exception occurred.

I saved a copy of the broken .josm that can be inspected if necessary, but really, it should be sufficient to just download the latest JOSM on a fresh account to reproduce the bug.
