Few months ago I remember, it was working as I think was supposed to. After clicking, image was opened in default application selected in windows settings. Few motnhs ago this behaviour has changed and images are now opened in browser instead. It's a bit frustrating, because you cannot turn image in browser and you need to find it on your own through file explorer. Please return to previous behaviour.

I think, this image explorer is default in JOSM, because photo_geottaging plugin was change few years ago.
