The Josm default style render the charging_station only when it's a node, not an area. This path render these stations the same way as `amenity=fuel`.
It would reduce the case of duplicate charging_station, when a contributor doesn't see the area and add a station as a node.

I think that #24340 could be merged for the same reason.
