When I don't have a way selected and press Ctrl-Shift-i, JOSM does nothing.

Instead of doing nothing it should calculate the current viewport of my JOSM location/zoom and open the current view port, like https://www.openstreetmap.org/#map=11/50.0000/-90.0000"	enhancement	closed	normal		Core		wontfix
