I suspect that `isWaterArea([way A])` vs `[way B].hasKey(BARRIER)` should be whitelisted from [https://josm.openstreetmap.de/browser/josm/trunk/src/org/openstreetmap/josm/data/validation/tests/CrossingWays.java#L119 CrossingWays.java], but not sure.
