223	Switching to Select or New Node mouse modes without selecting a sub-mode does not activate new mode	anonymous	josm@…	"There are two mouse modes that have sub-modes (Select and New Node). If the user clicks the small triangle on the toolbar button for either of these two modes, a menu appears from which the user can select a sub-mode. If the user edits the map and does not select a sub-mode, any previously-selected mouse mode remains active, in conflict with what the toolbar shows.

Steps to reproduce:

 1. Select a mouse mode that does not have sub-modes, such as Move, Add Way, Add Segment, or Delete.
 2. On the toolbar button for either Select mode or New Node mode, click the small triangle. A menu to select the sub-mode appears.
 3. Without clicking on the sub-mode menu, click anywhere on the map. The sub-mode menu closes.
 4. Note that the toolbar button clicked in step 2 is highlighted, indicating that either the Select or the New Node mode is active. However, the mouse is still in the mode selected in step 1.

What I think should occur:

If the user opens but does not make a selection from the sub-mode menu, the last-used sub-mode (or a default) should be activated."	defect	closed	minor		Core		invalid
