1. Windows is in german (or other non-english) keyboard input language
2. OSM used in german laguage or other non-english langage
3. Open in the  dialogs on the rigth side the ""Tags/memberships"" dialog 
4. select any object 
5. select ""Hinzufügen"" (""Add"" in english version) button

==== What is the expected result?
Windows operang system keyboard input language stays unchanged / for me: german.

==== What happens instead?
Windows keyboard language scheme switches to english (until leaving the dialog window switches back to german). This affects all other windows inputs until the add kes windwo is closed. 
The bug works for other non-english languages as Spanish too.
So the german keyboard layout is no longer used but the englisch one. Then, certain letters are assigned to other keyboard keys or not available at all like german ""umlauts""  ö/ä/ü.
