21859	[Patch] Move location of addr:place in the Address preset dialogue	rob.j.nickerson@…	team	"The position of addr:place in the Address preset dialogue is leading people to believe that this tag should be used to record some part of the address greater than a street but smaller than a city (that is, some sort of suburb or sub-city location). This is wrong: addr:place is at the same level as addr:street and mappers should add one or the other, not both.
