21701	Add option to open image via remote control w/o preview	jose1711	team	As of 2021-12 when remote control is enabled and user executes open_file (https://josm.openstreetmap.de/wiki/Help/RemoteControlCommands#open_file) command passing a path to an image file a new layer is created but at the same time the image is opened in JOSM's image viewer. There may be scenarios when this behaviour is not intended (user invokes JOSM command directly from another image viewer and there is no added value having two windows with the same content) hence it would be nice if there was a way to suppress it.	enhancement	new	normal		Core image mapping			image load view remote control
