Steps to reproduce:
1) Create a new ticket using an email instead of a username (i.e., when not logged in)
2) Modify the ticket (i.e., to set `needinfo`)
3) See the reporter's email to the right of `need info` (`The owner will change to username@example.com`)

Expected results:
