2119	Undocked window stays on top of all other windows	maarten	framm	"When you undock one of the side panels (layers, selection, authors, etc...), the undocked window stays on top of all other windows, also non-JOSM programs.
I think this is unwanted behaviour. These windows should only stay on top of JOSM itself and should be obscured by other windows if they are on top.

Tested with the latest JOSM from 01-feb-2009 on Windows XP.
