1. Make changes in JOSM
2. Click the ""Upload"" button on the Main toolbar
3. Enter text in the ""Provide a brief comment..."" field

==== What is the expected result?
The message ""Your upload comment is ''empty'' or ''very short''..."" should be removed and when clicking the ""Upload Changes"" button, the text should be uploaded along with the changeset details

==== What happens instead?
Despite entering a sufficiently long text, the message regarding the upload comment does not go away and clicking the ""Upload Changes"" button when the text is still available in the text field only uploads the changeset with no upload comment.
