[https://wiki.openstreetmap.org/wiki/Key:bus_bay bus_bay] is an approved key and used about 5k times now throughout the world (ok, ok, Europe). Hence JOSM should (at least) not complain about an unknown key.

- Unknown key (info-level warning)
- No autocomplete when trying to add the tag
