Is it useful to silently hide menus completely?

1. open presets' preferences through Presets menu -> Preset preferences
1. delete all active presets on right side
1. save and close preferences

Presets menu still available and only ""Preset preferences"" item active.

Presets menu completely hidden.

* Similar is the situation without data layer. There the presets menu is visible but deactivated instead of active menu and all items, but ""Search preset..."" and ""Preset preferences"", disabled.
* Without selection all presets and could be rather deactivated than presenting a warning when chosen.

While talking about hiding menus, the [Help/Menu/Tools tools menu] and the [Help/Menu/Selection selection menu] could be disabled (or even hidden) without data layer.
