This is a regression of r15414 of #18203.

According to the [osmwiki:Key:construction wiki] and the [https://forum.openstreetmap.org/viewtopic.php?pid=765399#p765399 german forum] this tagging is correct and routing software should not have a problem.

I'd prefer to have an info warning as this tag might be outdated and gets easily overseen.
