Let's say you have an image layer with some untagged images. You can create a new layer for the untagged images only with the photoadjust plugin.
But then, the only way to view these images is to right click on this layer and select ""jump to next/previous"" marker. It's not easy to remember for new Josm users. (I had to explain it many times)

One way would be to display the first image when you activate an image layer or, display the first image when you activate an image layer containing only untagged images."	enhancement	new	normal		Core image mapping
