Additional water tag is only required when Russian water schema is used and that schema is LESS popular than standard/original OpenStreetMap water schema which uses separate tags for other waterbody types like landuse=reservoir, waterway=riverbank, landuse=basin etc. Also some countries have agreed way before Russian water schema was introduces how to map waterbodies and therefore this new rule is confusing newbies and irritating heavy mappers.

Functionality to ask for water tag should be switched OFF by default because otherwise it would mean that JOSM is taking sides in this old discussion.

JOSM was always democratic in giving options for mappers and not forcing on using one schema or the other. It would be brilliant if it would continue like that."	defect	closed	normal		Core validator		duplicate
