Some people tag footways as bicycle=dismount, in order to allow routing by dismounted bicycles over footways. (Personally I think that's unnecessary, but that's my opinion).

It is highly unlikely that there'll be a case where a way has separate paths for pedestrians and dismounted cyclists, so nearly always this case refers to walking paths.

(n.b. somewhat related: perhaps segregated can also not be enforced if sidewalk=right/both/left, or an automatic fix can be provided to set segregated to yes if sidewalk=right/both/left is encountered on a cycleway)
