Technically filtering by country works by typing the country code. However in practice this is not really working as too much other entries are matched too. Try filtering for spain (es) or germany (de).
It would be nice if the filter would search also in the full country name which is shown in the tooltip of the country code. so ""germ""... would display all german entries and if JOSM is set to german ""Deutsch""...
