Following the #16147, which introduced the tunnel=flooded value (among others) for waterway=*, it seems it's not displayed like tunnel=culvert.

Both values, culvert and flooded, state that a given waterway go underground a more or less long distance in a tunnel.
It may be interesting to get a little casing when using tunnel=flooded like tunnel=culvert currently does.

Nevertheless, tunnel=flooded value is available in the tunnel dropdown for waterway preset, so it's only a display issue.
