17310	"Disable ""Download as new layer"" button and do not hide it"	Hb---	Don-vip	"In #17024 it was decided to hide the ""Download as new layer"" button if JOSM is empty.  So JOSM is going to change the geometric surface of a dialog box based on the data loaded.  

Anywhere else JOSM only disables the GUI parts which are currently nonfunctional.  JOSMs GUI should stay consistent within itself.
