1. Active plugin continuesDownload 
2. After JOSM start, open download dialog, activate Raw GPS data  
3. Select tab Bounding Box
4. paste this url https://www.openstreetmap.org/#map=17/36.406316383645226/140.49324152551503
5. press OK
6. See how lots of areas are downloaded. You end up somewhere (see 2nd screenshot)
7. Press - for zoom out 7 times (top left scale shows 500.0m) and watch how the plugin downlads data for a very long time, maybe until memory is used up.

==== What is the expected result?
In both steps 5 and 7 the plugin should not download that much data. 
Cancel button has no effect.
I've noticed this with r14734 and also with r14620

plugin downloads too many areas.

Problem doesn't occur without Raw GPX data activated
